About Project Development

How is land-use reclassification carried out when developing an SPP or WPP project on pasture land?+
Developing a project on pasture land requires an application to the Pasture Commission at the Provincial Directorate of Agriculture and Forestry. Once the investment is documented as serving the public interest, the commission review is completed. After the grazing fee is deposited with the administration, the pasture designation is changed to suit the intended use, subject to Governorship approval. Depending on regional workload, this process typically takes 4–8 months.
Is obtaining an Industrial Registry Certificate mandatory for unlicensed SPP/WPP facilities after Ministry acceptance?+
Yes. Under Industrial Registry Law No. 6948, facilities engaged in electricity generation have the status of an industrial enterprise. After formal Ministry acceptance, it is a legal requirement to register in the Ministry of Industry and Technology system within 2 months, obtain the Industrial Registry Certificate and submit annual operating schedules every year.

Why is the installation of a wind measurement mast and continuous data monitoring mandatory for WPP projects?+
Measurement masts installed in accordance with TSMS and international standards record wind speed, direction and turbulence intensity at the site without interruption for at least 12 months. This data is vital both to prove the project's productivity in EMRA licence applications and bank financing, and to select the correct turbine type.
